I believe that you should firstly update your iPhone to iOS 17.7 first in order to be able to update to 18 successfully, at least that’s what’s happened in my case

Wait what are you talking about? All phones that get iOS 17 will also get iOS 18.

I remember in late 2019 when iOS 13 came out my dad who was using the original iPhone SE kept it on iOS 12 because the very important software he needs for work may not have worked well on iOS 13 at that time, so to get safety updates and still have working apps is nice, so I’m assuming it’s something like that.
