Because of conservation of energy.

A ball at height h has potential energy mgh relative to the ground.

After you drop it it accelerates until it reaches ground where all it’s potential energy turns into kinetic energy.

When it bounces back up kinetic energy turns back into potential energy.

Had the ball bounced to a height greater than h, it would have meant that it would have had a greater potential energy relative to ground compared to what it had at its original height h.

Thus conservation of energy would have been contradicted.

What usually happens is that the ball is dropped from a certain height, some the energy is lost to heat because of air resistance or friction with the ground. So, after every contact with the ground, the ball bounces to a height slightly lower than the previous height. Eventually all the energy of the ball is transformed into heat and the ball stops moving.
