I would add Wort, the Raidmother. Quite unusual to see a Gruul spell slinger and it can perform very well, even on low budget decks (like mine).

Ghyrson Starn has become my favorite. While it isn't specifically a spell payoff, there are tons of 1 damage or split damage spells and they are almost all in my deck.

Of the “cost reducer” commanders, vadrik, astral archmage has to be my favourite or at the very least an honorable mention. A deck with him is just generally a blast to play

I really like Galazeth Prismari as he allows to play a lot of janky cheap artifacts and gets really "wheely" fast with a the spells that create treasures

I like my eruth deck, its not super powerful but its pretty fun to exile a ton of cards and play them, its also the only good use I've found for experimental frenzy

I'm not sure if it counts but the Planeswalker Elminster is a great one. The more you scry with him the less you instants and sorceries cost, lets you search for those big spells to cast while also making it where they only cost one or two mana.
