This is funny for reasons that people get wrong. Japanese numbering system repeats every 4 digits (10000 is man for example meanwhile 10 million would be sen man or thousand tenthousand and is oku) unlike english or usual numbering system in most of world where it repeats every 3 digits. Japanese numbering system does not use dot's either to prevent confusion but it uses spaces but if they were using it it would be 1.5000.0000 ( ichi oku go sen man) instead of 150.000.000 which is why luffy thought his bounty go down, he just saw 1.500 and didn't read the rest thinking that the 1 was ichi oku. Marines use . for every 3 digits though so it was 1.500.000.000 (jyu go oku or a loose translation as 15 hundred million)

Honestly this is such a genius way to demotivate luffy from being a pirate.
By decreasing his bounty and making him less of a threat, you create a domino effect where luffy will slowly start to give up on pirating
