There is a lot of evidence of that (just 2; Kosovo Intervention and Iraq Under the UN Charter, there are only two circumstances in which the use of force is permissible: in collective or individual self-defense against an actual or imminent armed attack; and when the Security Council has directed or authorized use of force to maintain or restore international peace and security. Absent one of them, U.S. use of force against Iraq is unlawful

The first rule of the "international rules-based order" is that the rules don't apply to Israel or the USA. Financial "rules" are only invoked when a regime doesn't want to do something, e.g. Starmer/Reeves won't commit to spending more on education or healthcare because that would be a breach of their "fiscal rules", i.e. rules that they just made up to ban increased spending on education or healthcare.
