The Underestimation of Franco by the Western Powers

At the Potsdam Conference in 1945, Franco and Spain were completely excluded from the plans for the future. The Western powers underestimated what Franco was capable of and considered him harmless. The Soviet Union insisted on overthrowing his government as soon as possible, even at the cost of disrupting the new post-War calm in Europe.
