Thats an apple II plus not a IIe. But you are correct in that it was the second apple II model they released. The IIe came out after the II+

I think your TRS-80 Model 4 has some RAM or CPU issues. Nothing should come up on power on without disk, and the bottom drive light should light up and run for a few seconds. Maybe the Z80 CPU and RAM need reseating, since they are all socketed chips. For the heck of it, try holding the break key down and pressing the orange reset button at the same time. it should display “Cass?” And press enter until it goes into Model 3 Basic. If not, there’s probably some chip issues.
