Actually you are partially right, whatever you said is correct and practical, but karma is way more subtle, it tells that before your actions (karm) comes you (that is, karta) and if you don't see/understand yourself, you can't understand your actions and their effects. It's just like, doing is not possible without the doer, first, you need a doer.

I don't this concept of karma is philosophical only and was made after seeing nature.

People make them realise that they are not cheating, they deserve to make money as their right. That is the reason they keep cheating. And since the brain is trained that way it doesn't even realise that it is going a wrong way. So nobody things they responsibile of wrong doing. Now tell me if the brain doesn't realise, how would karma pays back.
