Well, i usually do not comment on such videos, but there are some points which are worth mentioning.
As an example i will briefly describe G531GW mainboard since i have this on the table.
VRM Enable signal is generated by SIO chip, in many cases - as ALl_SYS_POWER_GOOD signal alias, this is true.
However, there is SVID communication line which is necessary for CPU to release PROCHOT, this is an actual control of CPU voltage.
SVID communication is done by System Agent (VCC_SA)part of the CPU which is not even mentioned.
To get this signal PCH also needs to be fully booted, which wont be the case if you, say, swapped PCH but you have bootguard, it simply wont release PROCHOT which acts as a second enable signal in this case. This also will be the case if you have corrupt ME region in bios, so swapping CPU in this case would be absoultely useless step.
Also, Voltage Divider and Buck converter are completely different things, not even close. Yes, this is true that Buck converter output produces lower voltage, but instead of being static divider (which output is fully depends on consumption which is obviously different if battery is empty/charged) it changes the high frequency PWM signal accourding to set voltage(for example on many charging controllers that would be CELL line which indicates how many cells are in series in battery, for example 11.x volts whould be for 3-cell battery) and feedback line (which tells internal PWM controller, what voltage is actually generated since it will obviously goes down on higher load).
Instructional videos are good, but this video is partially misleading, especially if you say "swap the CPU" after skipping most of CPU VCC troubleshooting steps including most obvious one: corrupted bios can easilly cause no VCORE, as well as bad PCH XTAL or bad SIO firmware.
For better understanding always look for power sequience which is often could be found in schematics or service manual. If you find none, look for similar platform, or at least, same PCH/CPU board.

I think it's worthwhile noting the resistance to gnd at CPU vcore can be very low. Around 3ohm can be normal. Don't be trolled to think it's shorted.

Sometimes Even when You have all signal, internal dc/dc of vrm are Bad or Open. Replace vrm work if everythings seems fines. Amazing vídeo man. ♥️♥️♥️
