How Does Aquinas Define Law?

Professor Eric Claeys outlines the elements of law as posited by Thomas Aquinas. An ideal law is an ordinance of reason, directed at the common good, made by the appropriate communal authority, and promulgated. What does each of these characteristics mean and why are they important? What happens when a law is lacking one or more of these elements?
