I personally think Kratos always could kill the gods, he just needed the power from Pandora's box to specifically kill Ares and Zeus because of how powerful they were. Because the power that Kratos used was hope and he used that to kill Ares but then Athena told him they weren't gonna wipe his memories which made him fall into depression and lose his hope and then later when he fought Zeus, Pandora helped him regain his hope and in turn he used the power of hope to kill Zeus.
