Once that is secured then we can and have the resources to "mother" the rest of the world. The financial responsibility needs to fall on the countries as individuals. What our government does to people overseas comes back to us in the form of militarized police and the largest prison population on earth. In this particular case, the IOF trains with our militarized police forces.
