Today we'll be exploring the Shoreside Vale Tunnel in Grand Theft Auto 3 The Definitive Edition.
In Grand Theft Auto 3 The Definitive Edition, the tunnel is closed for construction. There are piles of dirt and signs at both entrances of the tunnel. This is supposed to be the limit of the game's map back then, as there is an invisible wall to prevent the Claude from passing.

That's really weird because if yo go play Liberty City Stories that tunnel is open right where the map say's it is in fact there is another branch off to the right about half way down you can't get down

Rockstar has over 20 years to complete both ends of the tunnel and connect them to the Ghost Town. Why did they not do that?
