Russian President Vladimir Putin has appeared on television to announce the start of a 'military operation' in Ukraine, urging Ukrainian soldiers to lay down their arms.
Ukraine's foreign minister Dmytro Kuleba has condemned Russia's declaration of the start of a military operation in Ukraine, saying it signals a "full-scale invasion of Ukraine".
"Putin has just launched a full-scale invasion of Ukraine," he wrote on Twitter.
