Third Mumbai, called NAINA - Navi Mumbai Airport Influence Notified Area is being built in Maharashtra. Naina will be built by CIDCO and will be situated near the new Navi Mumbai Airport. The aim of this project is to reduce the congestion which Mumbai is currently experiencing. Naina was proposed in 2012 and will be bigger than Navi Mumbai which was built in 1972.
While Navi Mumbai has not been able to reduce the congestion in Mumbai that is because most of the corporate offices are still located in BKC and Prabhadevi. This makes staying in Navi Mumbai not practical for people. However, Naina will have corporate offices and Data centres which will make it a lucrative place for people to stay as well.

Tbh, up, bihar, and other poor states should make one fully planned city of their own, then the burden of mumbai will automatically reduce and at the same time such poor states will also develop and contribute to GDP....creating new mumbai like city is a short term solution....correct way should be making these states capable of providing employment.
