For the salt solution lightbulb, it can work if the lightbulb had electircal wires and the wires are placed in the salt solution.

The first one works, the salt water acts like a electrolyte but a weak one so it would work with low voltage bulbs or LEDs and a proper set up

The reason why the 1st one didn't work out was because you didn't add enough salt, used your finger to stir which absorbs salt and/or you didn't get the right light bulb. Some bulbs have a full on them that prevent the experiment from happening.

Actually, you can light a lightbulb with salt water, however, you would need a circuit, a light bulb, wires, carbon sticks and a small container to contain the salt water. Also, the watter NEEDS to be distilled.
