Interesting discussion. I just hired 2 Learning Scientists at Chegg. I am in EdTech - I think of Learning Science as the quantitative partners to Instructional Designers to help bring data and experimentation forward to help measure the efficacy of the instructional design. Much as product analysts help product teams figure out if products work. Very EdTech focussed answer!

Could compare the study syllabus in both to find the gap. And remind the key stakeholders and the relevant market that such people are available, create the roles!

I was researching this topic as well and found your post. My understanding was that LS was an overarching discipline and more broad based while ID was the application of that knowledge in the creation and delivery of learning. If you are still interested I encourage you to venture into the below website and explore ATD's new competency model which try to better differentiate the two.
