Just comparing this with my notes--I think _bearbeiten_ in general means "to work on", and means "to edit" when what you're working on is something written, or "to process" when you working on something that needes to be processed. It also means "to hit" something. You do see _Bearbeiten_ at the top of every Wikipedia page though.

It may be better to think of _empfehlen_ as an independent verb instead of a prefixed form of _fehlen_. Since _fehlen_ is a weak verb, verbs formed by adding a prefix should also be weak, but _empfehlen_ (and also _befehlen_) are both strong. I have no idea what's going on with these in terms of etymology; prefixed verbs are almost always conjugated like the root verb.
