I just heard about those commands on an FCP Illuminati episode a couple of weeks ago and mapped the one for silence right away.  No one on that show had mentioned those two functions were reversed!  I too was baffled by the behaviour until I checked the menu option and noticed my new shortcut was next to the reset audio command.  

I wondered if they were somehow reversed, and discovered the same thing you did.  At the time I didn't find anything online about the issue and submitted a bug report to Apple.  I'm sure I wasn't the only one!

Love your videos, guys.  I'm an amateur editor and using your tips has sped up my workflow considerably.  Thanks!

Great tip (as always) since I edit a lot of VOs as well. But wouldn't it be better (in the case of VOs) to select the range and then drag the audio level down instead? This way there's some falloff instead of a straight cutoff. Sounds more natural. If you did the silence shortcut, you'd still have to adjust the 2nd and 3rd keyframes...additional steps. Always appreciate you guys doing these tips for everyone.

"the cat purring". lol. In my case, my cat likes to meow when I am shooting video. And if I forget to close the front door (I leave it open because I like light from the glass screen door) then the can crickets ruin my audio. However, I snip out every bit of silence I can from my videos. It keeps my videos moving along at a better flow and I prefer that to just silencing the audio in between sections.
