Secretary of Transportation Pete Buttigieg will visit East Palestine, Ohio weeks after a train derailment caused Norfolk Southern officials to release and burn a toxic chemical to avoid an explosion. NBC News' Jesse Kirsch reports on how the visit comes after the EPA ordered Norfolk Southern to clean up the site and pay for it.
