Citizenship Question On 2020 Census May Still Happen

The Justice Department has until this afternoon to tell a federal judge whether it will try to find a new way to add a citizenship question to the 2020 census after the Supreme Court ruled last week against the Trump administration’s justification for adding it.

I’m still confused how the connection is made the census will count lower because of the question..If your able to ask private questions like “are you gay”, surely you can ask a basic question like this.
