There's nothing wrong with telling students that evolution is just a theory, because the theory of evolution IS just a theory! What's *not* a theory is the concept of species-change--that is, the *fact* that animals have changed throughout history. However, evolution is just one of quite a few theories (not including creationism, which isn't a theory but instead a fairy-tale), and so I have no problem with these teachers qualifying it since evolution hasn't be proved as *the* correct theory.
