How responsible is the IMF for Africa's debt crisis?

China has recently (2024) pledged $50 billion to support Africa's development over the next 3 years. However, Western media outlets have, yet again, accused China of putting Africa into a debt trap. In response, China has firmly rejected these types of allegations. So what's the truth? Is China's involvement a genuine effort to support Africa's development, or are these concerns about debt and influence valid?
