u have no idea how many sites & videos I've searched when I couldn't play asylum so I downloaded City & when I saw the same error I was heartbroken. Thank u mate & continue saving others like me

Ok so this worked!! But I needed to do some extra steps.

My version in Epic Games didn't download in "program files (x86)" it was in HIDDEN normal "program files" so the steps are.

1) Open File Explorer and copy:

C:\Program Files\Epic

in the search bar.

2) Create a file:

directx

3) Open "directx_Jun2010_redist.exe" and copy:

C:\Program Files\Epic

4) Follow the rest of the tutorial.

P.S. Despite that hiccup this video did help! 9/10 will send to friends with the same problem.
