As a tile contractor we would have waterproofed the balcony much like a shower. Then use epoxy grout. Problem solved.
When the price is low so will be the quality. This has been our experience over 30 years.

First thing I saw as the video started was the rust stain on the tile below the railing, then the standing water, then the rust already eating through the paint on the top rail. Looked like some tape right next to it though so I know you're on top of it Trey.

You can create a small slanted channel on the side where the water pools. Direct all that water outside. Re slopping the floor is more expensive

A suggestion. There is a flat rubber roof underneath that right? There should be a drain underneath it

No sir....there should not be a slope on a balcony....needs extended roof around the balcony to where the only water the wind blows in will dry...been building houses since 78 and a sloped balcony leads to lawsuites

Maybe if they had a rubber barrier, it might have worked, but a small slope would work so much better. This is a bad builder.
