This is interesting trying to understand how NASA management is structured. I guess you are the systems engineering for your project because the goal is most related to your specific field of expertise so you would be most capable of evaluating the subsystems in relation to the desired function of the product. You're able to identify the failure modes best and define the design criteria for the other disciplines in relation to the goal.
