The emperor Claudius felt insecure about his standing in the Roman world, so he sent four legions to Britain. The result was that Britain officially joined the Roman world and was now a peripheral part of the Roman Empire rather than an independent land of Celts.

Check out the 1970s mini-series "I, Claudius" for a really great look into the life of Claudius and surrounding family. It boasts a great cast of British actors like John Hurt as Caligula, Patrick Stewart as Sejanus, and Brian Blessed as Augustus Caesar. Really cool series.

As I understand it casus belli "occasion for war" was the concern of Classical Rome. Jus ad bellum "justified to war" was a philosophy of the later Christian Roman Empire, Augustine of Hippo.

Tacitus' heartbreaking account of a battle commanded by his patron Agricola in Britain is very interesting. The disdain for violent conquest and Roman lack of diplomacy is palpable.
