Update: since then I have ditch the 3s 4s idea. it's too much trouble and imbalances the pack.

Look for a fisher paykel, lg or samsung washing machine for the pma motor. They work great for diy wind turbins since its AC and you can make a long wire run then convert to dc closer to charge controller/batteries. If you cant find those then a regular treadmill motor will work.

On the Chevy volt batteries... I'm adding a 7th cell using Ford Cmax cells. I had considered using my small supply of 18650 cells I currently have and it would be fine but in the interest of fiddling with another type of battery cell I figured I'd give it a go. :)

24vdc works far better for li-ion batteries. 12v and li-ion just doesn't land in a proper voltage range that will allow the usable voltage range of the cells.

Man you get MakeSkyBlue 60A plus is 70€ other that you just mentioned is 40€ or something like that...
Makeskyblue is proper mppt charge controller....
But you already have one...
AliExpress have modular pure sine wave inverter for like 50-60$ seller is HUAYURUI and you could change R1 and R2 for different supply voltage's only one thing for every voltage you will need different output you are smart guy you will figured Is cheap and low frequency
