Saturn gets exalted in 7th house and and kaam trikone 3, 7, 11 represents west direction. So saturn is considered exalted in 3, 7, 11 as per SK Mehta.
So while Saturn is oldest and considered napunsak, I am not sure if thats the reason.

Its worth digging deep why it work like this. 2, 6, 10 are all south rashis and 4, 8, 12 is water trine and only capricorn is impacted.
May be if we extend same principle on 2, 6, may be we can understood little bit more.
