As the dust settled and the fires of Mount Doom faded, the orcs stood in confusion and disbelief. Without their Sauron to command them, the orcs found themselves in a sudden chaotic frenzy. Shouts of agony followed frantic arguments over hierarchies, and ghastly beasts trampled one
another in the disorder and madness that had descended upon them all. The power of Mordor, which had held sway over orc, troll, and beast alike, was now failing before the might of the West. The creatures of Sauron, bred for war and destruction, now wandered in a dazed madness, their minds clouded and their purpose lost.

Isn't that how we are? - always desperate for a leader - someone that can lead us, because the alternative - that we are all free to do whatever we want is terrifying.

The orcs just being beaten after Sauron’s defeat always rubbed me the wrong way. Sauron dying, and with no successor, means the hero’s just (unintentionally) created a massive power vacuum. Which leaves any schmuck with an ambition, ego, enough charisma, a following, and will to see their dream through the opportunity to fill the hole Sauron left.

Bare in mind, Azog basically united the entire Misty Mountains from Gundabad to Moria long before Sauron returned. And he was just an orc. Imagine someone doing that in Mordor which is *far* bigger than the Misty Mountains… Yeah that’s going to create more problems than what was fixed. Assume the regions don’t break into factions.

Remember in the non canon game Shadow of war, became we are not only Sauron’s greatest rival and threat, but become his equal in power and influence and ver Mordor. So it’s definitely possible.
