Don't use force field at all. Just tick Pressure under Cloth modifier and set it to around 1. Done.

You can select all upper vertices you want then hit F3 and search Checker deselect to have the same result instead of selecting 1 and skipping the other vertex

instead of selecting the vertices on both sides of the bag simply mirror Z axis before you go to deform the vertices on z axis.
