I found the solution to stuttering. You need to set the maximum frame rate to 30fps. That also fixes the streaming bandwidth issue, disappearing roads and occasional freezes.

Just a headsup the stuttering isn't caused by the lack of sufficient hardware power, it is an issue with the game. When you are going too fast the textures have problem streamin in, it is not just him but everyone who is playing this game on pc is facing this issue. No matter which card you have whether it is a Gtx 1080ti or a gtx 1050, this issue is present everywhere. I hope they release a fix soon.
