Probably a non-extreme mud tire, such as BfGoodrich KM3 or General Grabber X3 has traction comparable to 9mm chains.
Mud tires such as Silverstone Extreme should be even better.
4 top professional chains (16mm or more) probably offer the most traction possible

Any off road mud tires. Just keep in mind, those suck on asphalt. Simple put, there are no tires that are great on any terrain
