it would appear you did get robbed by immigration. A few years back, when it was still $35 I arrived with two crisp $20 which I had gotten at my bank before the trip as I am well aware of the worn, torn, written on money being refused by some scamming twits. This guy turned they around and around (I am convinced he perfected a way to put tiny tear in the edge while doing this). Said, no good, and showed me too TINY to see almost tears...have "problem". You are STUCK at this point so it's pay by baht. The amount he demanded was $10 more than it should be. I wonder how many times a day he pulled this trick, probably splitting the ill gotten gains with a higher up. Welcome to Laos. I've never been back and don't intend to.
