128 is enough for the vast majority of people but 64GB is barely enough for most people. It's annoying when Apple only give the option between the two and miss out 128GB entirely (which let's face it should be the base level of storage).

I have a 128 GB storage iPad that is several years old. So far I have used 71 gigabytes. 45 GB of that is my library of Marvel Comic collections on Comixology and the rest is apps. I don’t have any films on there. I am no expert but my advice to anyone buying any tech item is always get the best specification that you can afford as technology of always improving and with that the need for more and more data increases.

I may be crazy but I think I need 1tb I purposely don’t take pictures on my iPhone with 256 gb because I’m out of storage so 1tb should do me just fine and I don’t plan on upgrading
