The state gets 10 mill and the customers who spent possible hundreds or thousands on these false fees get 12 dollars each. Sounds about right!!!!

Customer gets $12, bill goes up $20 to pay for $12 monthly fee. Who gets shafted, the customer! The state uses the customer being ripped off to rip them off a 3rd time. Idk how this is legal but it shouldn't be! The customer overcharged $12 a month for how long then get one months $12 back plus the additional $20 a month increase to cover the states easy 10 million. Who is getting scammed here?
