You need a tail to obtain ss4 naturally. You need blunts waves if no tail is present which explains how Vegeta was able to obtain the form

To be honest, the SS4 transformation is the purest and perfected form of the Super Saiyan Legend. It is the fully controlled transformation of the Oozaru transformation. It is essentially peak evolution of the Saiyan Species. The God Transformations are powerful too, but this is the peak evolution of a Saiyan without divine energy.

That is how I have always seen it. Not a Super Saiyan, but a purely perfected evolution of Saiyan Biology.

Well, Goku was able to transform into a SSJ4 at will, because he had a tail. Vegeta didn't so he had to be exposed to blutz waves.

Idk about a unique layer being "Oh but Goku can do this". I mean virtually every anime is like "This technique/form/thing cannot be used or obtained or XYZ otherwise but the main character? they are special". It is still one of the most unique forms though since it actually branches off the great apes.

You don't need Blutz Waves each time of transformation, once SSJ4 is obtained it can be used anytime IF you have a tail. That's why Goku can go SSJ4 any time and Vegeta can't
