Mine was due to accidentally turning on 'filter keys'. Here is the way to turn it off: Do you want to turn off filter keys?
Windows 10
Open Start menu. Click Settings.
Select Ease of Access.
Select Keyboard.
Uncheck Use Filter Keys and click OK to turn off (check to turn on).

I tried options 1, 2, 3, and 6 options above, and had no benefit. I found another website that suggested - if a person is using a wireless keyboard - the likely problem is the USB dongle is too far away from the keyboard. I moved the dongle from behind the PC to a USB port at the front of the PC, which moved my keyboard about 18 inches closer to the USB dongle that was plugged into my PC. It solved my problem.
