Orange is actually a relatively new colour! The first known usage was in 1502, in reference to the fruit (so yes, the fruit came first); before then, orange things were typically described as red (which is why people with orange hair are called redheads) or brown.
I'm not sure when "orange" migrated to Japan, but it's worth pointing out that their word for it (オレンジ, romanized as "orenji") is extremely similar to the English word, indicating they got it from our language.

This is all a long, roundabout way to say that "Orange" is a Western concept that probably isn't as much of A Thing in Eastern cultures, which is why it isn't an official Pokedex colour.
