Try free form with Khalifa cp0 you dont get the other medal buffs but if you combine free form cp0 kaulfia and cp0 lucci x gear 4 medal you get a amazing set

He is very difficult to use if your device is old. Also because of the annoying bug with a perfect dodge(you perform it but you are still inflicted by immobilizing status effects) it becomes even harder to main him. From my perspective he is not balanced, but a weak bf. A great example of balanced bf would be Prime Rayleigh on release(he was extremely strong if you'd had skills)
