A blue moon is defined at the second full moon in a month. Since it take approximately 29 days for the moon to go from full to full again then it can’t happen on August 19th. However, the moon can look blue and that might be what they are referring to. This happens for the same reason the ocean, sky and eyes are blue. They only appear blue because the light is being scattered and the only color that reaches your eye is blue but the moon isn’t actually blue (or the sky, ocean or eyes) it just appears that way.

My body is just about functioning(ex epileptic, brain injury, Asthma, M.E.&Fibromyalgia, multiple blows to the head, fragmented L5 disk, herniated bladder and lower stomach(undiagnosed, but sometimes you don't need dotlctors to tell you what YOU YOURSELF are feeling and experiencing through the medium of pain!)...am I winning the game?
