I'm sorry but what are you talking about? Wan Bissaka lunges across Elliots path. He does not touch the ball and Elliot continues his run. Initially his back leg glides across the surface because he has moved the ball outwards with his left foot. When he eventually plants his right foot, Wan Bissaka has obstructed his run (without ever touching the ball). It's 100% a penalty.

He wouldn’t even shift the ball left if not for the lunge. U r watching it slow motion. Try running at full speed and say u r not block off

Are you blind. Bissaka's left knee contacts Elliott's right foot before he goes down. It's even in the still you've shown.
