I have another scenario.. What happens if the autonomous transaction has insert into a different table trying to get commit is LOCKED.
As per your explanation until autonomous transaction did not get committed, the control will not return to parent transaction. Is this means your PL-SQL block gets hungup.. If so, how we can find it ( either as DBA or Developer )

What is the use of rollback or savepoint inside pragma autonomous transaction program? It is of no use ?
