I mean, Soul of Cinder is MINIMUM 3. It is quite literally the combination of all souls into one last defender of the First Flame. Gwyn, Nito, Izalith and her daughters, the Chosen Undead, Aldia, Vendrick, the True Monarch, literally ALL of the souls you collected in the first two games and arguably even the Lords of Cinder and the rest of the souls you as the Ashen one took, all reside in the Soul of Cinder.

There are only 2 bosses that are even in the running for the strongest and both are leagues above anything else in terms of canonical power.
This would be Gael, cuz it's heavily implied at the end of time where we fight him he is the only being in entire world left alive. And Soul of Cinder cuz it is litteraly combination of EVERYONE who had ever linked the fire, including Gwynn. And for the canonicly strongest character in entire series... it's us. In the hidden 3rd ending of DS3 the ashen one steals all the power of Soul of Cinder for himself making us by the long shot stronger than anything else in the series

Stopped watching at Soul of Cinder at number 8, it's literally the embodiment of everyone who linked the flame, so that includes gwyn and the characters from ds1 and ds2

Gael by the end of dark souls 3 has pretty much an entire dark soul, yours is the only one he doesn’t have. Lore wise the dark soul grow in power as time goes on and humans multiply (the sum of all souls, not just the single first one). Dark souls 3 is thousands and thousands of years after the first dark soul was found. Think about how much stronger the dark soul became with all this time?
Easily stronger than any other of the 3 souls.
Gael is probably far stronger than Gwyn in his prime. Not saying he would wing against gwyn in a battle as he is pretty much a mindless beast, but he’s probably stronger
