Dr. Pallab Saha is Chief Enterprise Architect in The Open Group and leads The Open Group Government Enterprise Architecture Working Group.

Identified as a Thought Leader by IBM Smart City Connect and Forrester, Pallab is an advisor to the Ministry of Electronics & IT (MeitY), Government of India and has been a key member in the National Committee for Enterprise Architecture, and a co-author of the India Enterprise Architecture (IndEA) Framework. He is a member of the Working Group on Digital Service Standards, to Government of India, advisory group for Maharashtra State Enterprise Architecture and eHealth Reference Architecture Committee for the Ministry of Health and Family Welfare (MoHFW).

a good initiative! but our vision would have to be passed through various challanges:
1. first thing is that this framwork is generic in design. it cannot be used straightaway by any enterprise & it has to be customised before implementation.
2. secondly, methods of implementation varies widely across enterprises depending on the current stage of evolution of e-gov
3. most importantly it is not possible to pull out individual components & redesign them in isolation as it will seriously impair the interoperability across government.


anyways, our vision is welcome as this is forward looking!

What is the impact of India's Caste System, Religious and other social discrimination on this architecture ? This architecture cannot be complete without incorporating these core problems of India, unlike other countries. This architecture is more digitally driven than social connections to the citizens. Each Indian state is a nation by itself with distinct culture and heritage which are to be considered as goals and motivations. cannot see that. How is this architecture going to solve the problem of Social Justice, Gender and Caste Equality in India ? These are the core issues to solve at first.. Otherwise, this architecture is again going to be for the luxury for upper castes
