Coal generation in Germany even fell last year, even though they shut down there last Nuclear Power Plants last year.

I'd hate to be the one making the decision.
Without knowing enough about Japan's alternatives and how reliable the safety inspection process was, then I would lean to better nuclear than coal-fired electricity.

Restarting old hardware may be smart in our current predicament, but building new nuclear power stations (or fusion) will trap us in a growth cycle leading to global warming for a different reason: Waste heat.

If we go down the nuclear road and grow our global economy 3% for 150 years the waste heat from nuclear reactions will warm the atmosphere as much as GHGs do now.

Look up 'deep warming'.
It is basic physics: We can continue economic growth much longer.

We can bring the poor parts of the world up to the level we need to be on in a circular economy, but that's it.
Trying to apply 20th century thinking about international politics in todays world will result in losing a human friendly climate.

Sharing and chosing human wellbeing as a goal is our only option.
(And don't worry, we can still be d*cks to each other, just not with tanks and bombers).
