Given that the Headless Horseman in WoW tends to center around the hallows end event as a dungeon boss, I figure this could be a raid/siege event as limited duration. Without any context, we will just have to keep guessing

skins should have been introduced fairly early in the game, whether free or paid. If this skin (if it's a skin) is free, I hope with certain conditions and a certain difficulty to have it like the wow mounts, it would be interesting and would make the thing rare, there would be frustration but pleasure to recover it and this could give possibilities to future skins.
