you can improve this by using stainless steel wire mesh for booth electrodes. My comercial version is build like that.

looks like you pulsing high voltage across two different metals alum and copper with a dielectric insulation in between them...

Alu-foil is not proper choice for ozone production! How long will it resist the attacks of ozone? Maybe 24h continous?
Just nice for the show effect ;-) You have to use stainless steel instead and a quarz tube or ceramic!

could have kept that tube intact and used the wires as the anode insstead of using aluminum foil heated aluminum gives off toxic particles in addition to the ozone

I started to look the video but really if you don't post what is the energy source (HF Transformer) it is useless. Normally the power source should be a 120/220 Volts Ac to 3000 Volts minimum. So there you have it, just to let the others know about it.
