Water seeks its own level. The water in the little tube will never rise higher then the water in the funnel without some outside force to push it out. Once the funnel has water in it the water that goes into the little tube will only rise to the same height as the surface of the water that's in the funnel, no higher.

В школе на уроке физике был опыт с двумя сосудами соединенными на уровне дна трубкой. При заполнении жидкостью одного сосуда уровень воды в обоих сосудах выравнивался и становился одинаковым.
