To those who still only see a charging logo like I did, get a original Samsung cable (you can buy a new charger if you have lost yours). Hold down the VOLUME DOWN and BIXBY button together and then plug your phone into a PC. The Rom flashing page should show up, then make sure you press VOLUME DOWN again when you see it to restart your phone. That's how I finally managed to turn on my S10E with a busted power button.
